In my experience, the majority of the people in the United States of America that have found themselves in the fight against the Cultural Marxism that has infiltrated many of our institutions are just average, everyday people. They are not Attorneys. They are not Legislators. They have little or no experience interacting with Government Institutions. They are not loaded with money to pay high priced lawyers to help them through the process.
Where do these people turn, when they feel the brunt of the local political machine working to thwart their efforts?
One answer may be the Civil Grand Jury. The Civil Grand Jury’s function, according to California Courts, “is to investigate the operations of the various officers, departments and agencies of local government.” This includes School Districts and County Offices of Education.

As a truly independent body, each grand jury is free to choose which local governmental entities or public officials to investigate. With very limited exceptions, no one outside the grand jury can direct it to conduct an investigation. Ideas for investigations generally come by way of three avenues:
citizen complaints,
matters raised by the members of the grand jury, and
referrals from the preceding grand jury.
During its investigations, the grand jury acts as a finder of fact. In addition to determining if the official or entity under investigation is adhering to the laws that govern the operations of that entity, the jury analyzes whether the entity is operating in a businesslike manner and providing public services effectively and economically.
While it has no authority to order or otherwise compel compliance with its recommendations, it is through its reports that the grand jury wields its power.
The Civil Grand Jury of Riverside County is a group of 19 civic minded citizens that applied to to sit on the jury. The jury is sworn in on July 1 and serve for one year by meeting in the City of Riverside four days a week and in Blythe four times a year.
The Riverside County Civil Grand Jury of 2020 – 2021, in the report titled “Was the Riverside County November 2020 Consolidated General Election Administered Fairly and Impartially?”, stated:
“The Riverside County Civil Grand Jury is comprised of 19 jurors who come from various backgrounds and worldviews. It is representative of Riverside County residents in general. The Riverside County Civil Grand Jury serves as an independent “watchdog” for Riverside County citizens. According to California Penal Code 925, “The grand jury shall investigate and report on the operations, accounts, and records of the officers, departments, or functions of the county including those operations, accounts, and records of any special legislative district or other district in the county created pursuant to state law for which the officers of the county are serving in their ex officio capacity as officers of the districts.”
That being said, as with the Government Institutions that they investigate, the Civil Grand Jury will only be as good as the people that take the time to serve.
The good news is that the County of Riverside, California is now accepting applications to serve on the next Civil Grand Jury.
Riverside County Courts also provides an information sheet on what to expect in the Civil Grand Jury application process.
Applicants are first referred to the Civil Grand Jury Recruitment/Selection Committee, which is comprised of Superior Court Judges. Applicants would then undergo a background check before moving onto interviews with the committee in May. The interviewing Judge(s) would then nominate, by law, 25-30 persons. In a July ceremony, 19 names will be randomly drawn to serve on the Civil Grand Jury until the following June. The remaining names are randomly selected as alternates.
Compensation for the Civil Grand Jury:
“Compensation for grand jury service is $60.00 for four hours or more per day, or $30.00 for less than four hours per day for attendance either at general sessions or committee assignments of the Civil Grand Jury. Mileage expense is compensated at the rate payable to employees of the County of Riverside for each mile actually and necessarily traveled for purposes of said sessions or committee work. Parking is provided without charge.”
